The House of Representatives Foreign Affairs Committee on Wednesday unanimously passed the Taylor Force Act, which would cut U.S. aid to the Palestinian Authority (PA) if the PA does not halt it payments to convicted terrorists and their families.
“Since 2003, it has been Palestinian law to reward Palestinian prisoners in Israeli jails with a monthly paycheck,” Rep. Ed Royce (R-Calif.), chairman of the House Foreign Affairs Committee, said in a statement. “Palestinian leadership also pays the families of Palestinian prisoners and suicide bombers. These policies incentivize terrorism.”
The Senate Foreign Relations Committee passed the bill in August and the Trump administration voiced its “strong support” for the legislation in September.
Sen. Lindsey Graham (R-S.C.) and Rep. Doug Lamborn (R-Colo.) introduced the Taylor Force Act in September 2016.
The PA’s terror payments currently total about $300 million annually. Payments to imprisoned terrorists increase in proportion to the length of their sentences.
